There is a new web site where you can sign up to stop the credit agencies from giving out your information. Similar to the Do Not Call List, this will prevent credit companies from sending you pre qualifications for credit cards, home equity lines, etc.

When an individual signs up, the credit agencies can not release their information for a five year period, if you sign up via the web site. There is also a form that can be printed out and mailed in, which would add you to the permanent list, meaning your information can not be given out ever again.
